Road Report 
 
 
For the Week of August 31, 2015

Major road construction is scheduled for the week of August 31st, weather permitting. Use caution in work zones and obey traffic control signage and flaggers. Links to additional project information can be found at www.keepusmoving.info.

CITY OF EUGENE:

 

E. 15th Avenue (Villard St. to Villard St.): Excavation in the road will cause a closure. Watch for flaggers.

 

E. 17th Avenue (Columbia St. to Walnut St.): Pipe work will cause some slight delays. Watch for flaggers.


W. 18th Avenue (Josh St. to Bertelsen Rd.): 
Contractor starts replacing pavement in the roadway wheel tracks. This work will result in parking closures and lane shifts. Bicyclists will need to merge with traffic.

 

W. 19th Avenue (Chambers St. to Fillmore St.): Contractor will be placing soil and seed around sidewalk ramps. Short and minor impacts to sidewalk users are possible.  Watch for construction equipment in the roadway. 

  

W. 22nd Avenue (Polk St. to Friendly St.): Contractor continues constructing sidewalk ramps. Work may result in parking lane closures with trucks and flaggers in the roadway.  

W. 39th Avenue & Brae Burn Drive:  Work nears completion with general site cleanup. No delays or traffic changes expected.

 

E. 40th Avenue (Hilyard St. to Donald St.): Work nears completion with general site cleanup. No delays or traffic changes expected.

Avalon Street (at Echo Hollow Rd.): Contactor will be constructing sidewalk access ramps. Watch for workers and equipment in the road.

   

Donald Street (E. 33th Ave. to E. 35th Ave.): Closed to all through traffic from 7:00 a.m. Monday through Friday. East 33rd is open across Donald Street.

 

Elizabeth Street (Royal Ave. to Knoop Ave.): The contractor will be laying down new pavement. The street will be open to local traffic only during the workday. 

 

Fillmore Street (W. 19th Ave. to 24th Ave.): Contractor will be placing soil and seed around sidewalk ramps. Short and minor impacts to sidewalk users are possible.  Watch for construction equipment in the roadway. 

Friendly Street (W. 24th Ave. to W. 28th Ave.): Contractor continues constructing sidewalk ramps. Work may result in parking lane closures with trucks and flaggers in the roadway.


Knoop Avenue (Elizabeth St. to Echo Hollow Rd.):
 The contractor will be laying down new pavement. The street will be open to local traffic only during the workday.

 

2015 Pavement Preservation Program – Slurry Seal: Striping is scheduled for this week. Striping will also occur in Alton Baker Park, Spencer’s Butte, and Laurelwood Golf Course parking lots. Lots will remain open but parking space will be limited while work takes place. See www.eugene-or.gov/slurryseal for details.


LANE TRANSIT DISTRICT WEST EUGENE EmX PROJECT:

 

All businesses remain accessible during construction. The public can email weemx@ltd.org to request traffic advisory emails regarding the West Eugene EmX project.

I-105 Ramp (at W. 6th Ave.): The off-ramp from I-105 to West 6th Avenue is restricted to one lane, both day and night.

 

W. 6th Avenue (Charnelton St. to Blair Blvd.; Fillmore St. to Garfield St.): One lane is restricted from Charnelton Street to Blair Boulevard and from Fillmore Street to Garfield Street during daytime hours. Two lanes are expected to be restricted at night (7:00 p.m. to 6:00 a.m.) from Lawrence Street to Blair Boulevard and from Fillmore to Garfield streets.

 

W. 7th Avenue (Almaden St. to Washington St.): One lane is restricted from Almaden Street to Washington Street from 6:00 a.m. to 7:00 p.m. and two lanes may be restricted at night.

 

W. 11th Avenue (Bertlesen Rd. to Bailey Hill Rd.): One westbound lane is expected to be closed weekdays from 4:00 a.m. to 2:00 p.m. for utility work.

 

Garfield Street (W. 6th Ave. to W.  7th Ave.): One northbound lane will be closed on weekdays from 9:00 a.m. to 3:00 p.m. for utility work. Garfield Street is expected to be closed Wednesday, September 2, from 9:00 p.m. to 6:00 a.m. On other week nights, Garfield Street will be restricted to a single lane each both north- and southbound for utility work.

 

Grant Street (at W. 6th Ave.): Closed on the south side of West 6th Avenue.  Businesses and property are accessible via nearby cross streets.

 

Madison Street (at W. 6th Ave.): Closed on the north side of West 6th Avenue.
 


CITY OF SPRINGFIELD:

 

Franklin Boulevard (East of I-5 bridge to Glenwood Blvd.): Construction of a pedestrian path and street lighting is complete.
 

Gateway Street (Kruse Way to Harlow Road): Construction of the new sidewalk curb ramps is complete. Installation of pedestrian crossing push buttons, and audible countdown signals will continue through September. Expect one-lane closures in each direction from 7:00 p.m. to 7:00 a.m., Monday through Thursday nights.

 

S. Franklin Boulevard/McVay Hwy. (from the intersection with Franklin Blvd. to I-5): ): S. Franklin Boulevard/ McVay Highway has re-opened to through traffic following construction of a new sanitary sewer pipe. Continue to use caution in this area due to ongoing work including manhole leveling and striping taking place through mid-September.

Sixth Street (at ‘A’ Street):
Construction of new ADA ramps on all four corners of the intersection will occur through August. Contractor will work on one corner at a time. Expect minimal traffic interruptions and use caution in the area.

 

 

LANE COUNTY:

 

19th Street (Marcola Rd. to Yolanda Ave.): Construction continues weekdays. Traffic will be merged into a single lane, one direction, as necessary. Lanes in the other direction will remain open. Expect minimal delays.

Irving Road (Hwy. 99 and NW Expressway): Construction continues Monday through Friday. Traffic will be merged into a single lane, one direction, as necessary. Lanes in the other direction will remain open. Expect minimal delays.

Marcola Road (Milepost 14-16): Construction continues weekdays. Traffic is routed to a single-lane detour alignment controlled by signals. Expect minimal delays.
 

Maxwell Road (River Rd. to Prairie Rd.): Construction continues weekdays. Traffic will be merged into the center lane, as necessary. Lanes in the other direction will remain open. Expect minimal delays.


Old Mill Road (at Office Covered Bridge):
 Road and bridge will be closed through October 31 for a bridge rehabilitation project. Detour to the Portal via Winfrey Road to Sunset Avenue, then through the old mill site.

Rattlesnake Road (Hwy. 58 to Milepost 1.5): Construction continues Monday through Friday. Traffic will be merged into a single lane, one direction, as necessary. Lanes in the other direction will remain open. Expect minimal delays.


River Road (Lucky Ln. to Wedgewood Dr.):
Construction continues Monday through Friday. Traffic will be merged into a single lane, one direction, as necessary. Lanes in the other direction will remain open. Expect minimal delays.


River Road (Maxwell Rd. to Horn Ln.):
 Construction will continue weekdays. Traffic will be merged into a single, one-direction lane, as necessary. Lanes in the other direction will remain open. Expect minimal delays.


Row River Road (Milepost 4.0 and 5.4):
 Construction continues Monday through Thursday at both locations. Vehicle traffic on Row River Road will be directed onto a detour route with a reduced speed. Bicycle and pedestrian traffic on the BLM trail will be detoured onto a gravel trail. Traffic will be controlled by flaggers, as necessary. Expect minimal delays.

Wolf Creek Road (Milepost 7.05): Work is temporarily halted during Level IV fire conditions. Traffic will be controlled by flaggers when work is being performed during the day and could be routed onto a two-lane bypass road when construction resumes.  Expect minimal delays.

 

Yolanda Avenue (19th St. to 31st St.): Construction continues weekdays. Traffic will be merged into a single, one-direction lane, as necessary. Lanes in the other direction will remain open. Expect minimal delays.


Lane County Chipseal Program:
 Chipseal will be applied Monday through Thursday, depending on weather and the availability of materials. Traffic will be controlled by flaggers. Expect 15-minute delays and seek alternate routes whenever possible.
